When you change the color in Windows 10, it will only change the color of your Start menu accents, Start button, taskbar, buttons, text, Settings accents, sign-in screen accents, and Action Center accents. By default, window borders and title bars are white without an option to change them.
This tutorial will show you how to download and install a modified aerolite.theme that will allow you to change the color of window borders and title bars in Windows 10.

This colored.theme file is only the default file to copy in "C:\Windows\Resources\Themes\aero.theme"
I just provided an already edited copy of this .theme file for you to download and use instead of you having to do all the work yourself to make it easier without having to use any 3rd party programs.
STEPS:-
1. Save the .rar file to your desktop.
2. Unblock the .rar file.
3. Open the .rar file, and extract (drag and drop) the colored.theme file to copy in "C:\Windows\Resources\Themes"
4. Double click/tap on the extracted colored.theme file to install and apply the theme. Your theme settings will now open to indicate you changed to the colored Lite theme.
5. You can now choose a color you want to also have it applied to your window borders and title bars. (see screenshot below)
